Responsibilities of the Human Resources Management Department

The Human Resources Management Department operates in accordance with labor legislation, the university's Charter, the Collective Agreement, Internal Regulations, the Code of Conduct, the Anti-Corruption Policy, Job Descriptions, the decisions of the University Council, and the orders of the rector.

The responsibilities of the Human Resources Management Department include the following:

  • Preparation and formalization of labor contracts between each employee and faculty members, as well as orders related to the labor activities of employees;

  • Development of a system for assigning positions, applying modern methods to study the work performance and professional qualities of employees during recruitment, placement, and planning their career growth;

  • Formation of a staff reserve at all levels of management and its targeted training based on individual plans, regular evaluation of the staff reserve, preparation of conclusions about their readiness for leadership positions, organizing internships, rotations, and training in special courses;

  • Organizing the attestation of employees, analyzing the results of attestation and developing measures to implement the decisions of the attestation commission, participating in preparing proposals for improving the attestation process;

  • Analyzing the effectiveness of existing forms of material and moral incentives and developing proposals to enhance their impact on increasing the labor and social activity of employees;

  • Organizing vocational training, retraining, and professional development of employees;

  • Participation in preparing the university’s staffing schedule and its approval by the administration, making corrections and amendments in accordance with adopted orders;

  • Introducing the most transparent and fair process for selecting and placing staff using modern information and communication technologies;

  • Organizing timekeeping, maintaining a database of the composition and development of employees, creating and executing vacation schedules;

  • Preparing reports on staffing issues for labor authorities, statistics, and other state bodies in accordance with legislation;

  • Creating and maintaining personal files of employees and other accounting materials, making changes to them until they are transferred to the archive;

  • Maintaining labor books, conducting accounting and storage, and calculating employees' work experience. Organizing the inclusion of employee data in the interdepartmental software-hardware complex of the “Unified National Labor System” (Decree of the President of the Republic of Uzbekistan No. PQ-4502 from 31.10.2019);

  • Creating and storing HR documents, archiving documents, and transferring them to the archive according to the department's document nomenclature;

  • Preparing the necessary documents for pension appointments for university employees;

  • Organizing control over the compliance with labor discipline and internal work regulations by employees;

  • Developing measures to strengthen labor discipline, reduce staff turnover, minimize work time loss, and controlling their implementation;

  • Preparing proposals and materials for awarding employees with state awards, honorary certificates, granting honorary titles, and other forms of rewards, submitting them to the university leadership;

  • Implementing social protection and labor protection measures jointly with the trade union;

  • The department may also perform other functions in accordance with legal documents, rector's decisions, and the University Council’s resolutions.
