Uzbekistan State World Languages University Establishes the Green Campus Council to Lead Sustainability and Climate Action

Uzbekistan State World Languages University Strengthens Institutional Commitment to Sustainability

In line with its long-term Sustainable Development Strategy and commitment to the United Nations Sustainable Development Goals (SDGs), Uzbekistan State World Languages University (UzSWLU) has officially established the Green Campus Council as the University's highest coordinating body for sustainability governance.

The Council provides strategic leadership for environmental management, sustainable campus development, climate action, and institutional transformation, ensuring that sustainability principles are integrated into every aspect of university operations, education, research, and community engagement.

Operating under the leadership of the Rector, the Council oversees the implementation of the University's Sustainability Strategy, monitors institutional performance, coordinates GreenMetric initiatives, and promotes continuous improvement through evidence-based decision-making.


Mission

The Green Campus Council aims to transform Uzbekistan State World Languages University into one of the leading sustainable universities in Central Asia by integrating environmental responsibility, digital innovation, social inclusion, and climate resilience into teaching, research, campus operations, and public engagement.


Main Responsibilities

The Council is responsible for:

  • Developing and approving university sustainability policies;
  • Monitoring implementation of the Climate Action Plan;
  • Coordinating all GreenMetric indicators;
  • Supporting implementation of the Sustainable Development Goals (SDGs);
  • Promoting resource efficiency and carbon reduction;
  • Strengthening cooperation with government agencies, international organizations and local communities;
  • Publishing annual sustainability reports;
  • Supporting sustainability education and research;
  • Promoting green innovation and digital monitoring systems.

Organizational Structure

The Green Campus Council operates through nine specialized units that collectively coordinate sustainability activities across all university campuses.


1. Green Campus Council

Members: 12

The Green Campus Council serves as the University's highest decision-making body on sustainability. Chaired by the Rector, it approves institutional sustainability policies, strategic plans, annual budgets, Climate Action Plans, GreenMetric submissions, and sustainability performance reports. The Council provides overall leadership and ensures that sustainability remains integrated into the University's long-term development strategy.


2. Department of Sustainability, Environment and Green Innovation (DSEGI)

Staff: 24

Established by Rector's Order No. 218/2023, DSEGI functions as the University's central sustainability coordination office.

The department coordinates all six UI GreenMetric categories, develops institutional sustainability policies, prepares annual sustainability reports, manages the Green Data Portal, coordinates data collection across campuses, and serves as the University's official liaison with government agencies, ministries, UI GreenMetric, and international sustainability networks.


3. Energy & Smart Building Unit

Staff: 8

This unit manages all energy-related infrastructure across the University's campuses.

Its responsibilities include operation of solar photovoltaic systems, Smart Building Management Systems (BMS), energy monitoring platforms, LED modernization, HVAC automation, electricity efficiency programs, greenhouse gas reduction initiatives, and implementation of the University's Carbon Neutrality Roadmap.


4. Water Management Office

Staff: 6

The Water Management Office oversees sustainable water use throughout the University.

Its activities include drinking water quality management, water recycling systems, installation of water-efficient appliances, stormwater management, pollution prevention, irrigation optimization, digital water monitoring, and cooperation with municipal water authorities.


5. Waste Management & 3R Programme Office

Staff: 5

This office coordinates the University's integrated waste management system.

It implements the 3R (Reduce, Reuse, Recycle) programme, manages waste segregation, recycling initiatives, composting operations, hazardous waste handling, paperless administration policies, awareness campaigns, and partnerships with licensed waste management organizations.


6. Sustainable Transportation & Infrastructure Unit

Staff: 6

The unit promotes environmentally friendly mobility across all campuses.

Its responsibilities include electric vehicle infrastructure, shuttle services, bicycle facilities, pedestrian-friendly campus development, parking management, low-carbon transportation policies, and implementation of sustainable mobility programmes.


7. Sustainability Education & Research Centre

Staff: 18

The Centre integrates sustainability into teaching, research and community engagement.

It coordinates sustainability-related academic courses, research projects, student volunteer programmes, climate awareness campaigns, Green Campus Week, SDG education initiatives, international research partnerships, and capacity-building activities for students and academic staff.


8. Landscaping, Green Infrastructure & Biodiversity Unit

Staff: 5

This unit manages the University's natural environment.

Responsibilities include landscape planning, biodiversity conservation, tree planting programmes, green space maintenance, forest vegetation management, ecological restoration, native species protection, compost utilization, irrigation systems, and development of green infrastructure.


9. Accessibility & Inclusion Committee

Members: 8

The Committee ensures that all campuses remain accessible, safe and inclusive.

It oversees implementation of Inclusive Campus Policies, accessibility infrastructure, maternity facilities, universal design standards, disability support services, emergency accessibility planning, and compliance with international accessibility requirements.


Integrated Sustainability Management

Together, these nine units form a comprehensive institutional governance framework that enables Uzbekistan State World Languages University to coordinate sustainability initiatives across all campuses.

The structure supports continuous planning, implementation, monitoring, evaluation, and reporting in the areas of:

Institutional Capacity

Today, the University's sustainability governance system consists of:

  • 9 specialized sustainability units
  • 88 dedicated sustainability staff members
  • 480+ academic staff contributing to sustainability education and research
  • More than 15,800 students participating in sustainability initiatives
  • University-wide coordination across all campuses

Through this institutional structure, Uzbekistan State World Languages University continues to strengthen its position as a regional leader in sustainable higher education while contributing to the achievement of the United Nations Sustainable Development Goals.
