Council of the Uzbekistan State World Languages University

Goals and Objectives of the Council:

The goal of the Council is to ensure the implementation of the tasks set in the Law of the Republic of Uzbekistan "On Education," using the intellectual potential, scientific, pedagogical, and other capabilities of the university community, and to direct efforts toward preparing professional specialists with excellent knowledge, skills, and competencies at the level of state educational standards.

The Council of the Uzbekistan State University of World Languages:

• Examines and analyzes the strict adherence to state education standards, curricula, and programs, and sets recommendations and tasks for priority issues.

• Develops proposals to introduce foreign advanced systems of management and educational processes to ensure the quality of the university’s educational-pedagogical and scientific research activities and the competitiveness of the trained specialists.

• Organizes systematic work to increase the university's participation and initiative in comprehensive reforms being implemented in the country.

• Takes measures to increase the responsibility of the university administration for active participation in the process of higher education reform in the country.

• Determines the necessary measures to achieve the academic and financial independence of the university.

• Adopts decisions on improving the university’s staff potential and material-technical base.

• Analyzes the results of the university's national and international rankings, and develops an action plan to participate in international rankings such as Quacquarelli Symonds (QS) and Times Higher Education (TNE).

• Hears reports on the educational, scientific research, and spiritual-educational activities of the faculties, academic lyceum, and scientific societies, as well as reports on admission commission results, and studies reports from commissions established by rector’s orders.

• Discusses and evaluates the reports on the work carried out in collaboration with general education, academic lyceum, and secondary vocational education institutions.

• Hears reports on the employment placement monitoring of university graduates according to the needs of enterprises and organizations.

• Provides information on the university’s admission quotas.

• Discusses the implementation of scientific-research and spiritual-educational plans, the qualification improvement, and retraining of faculty members, and hears the report of the director of the retraining center, adopting the necessary decisions.

• Approves annual and strategic development plans for the university, discusses the results of its material-technical provision and financial-economic activities, and adopts appropriate decisions.

• Makes decisions regarding the opening, closing, or modification of faculties and departments and establishes new bachelor’s and master’s programs based on the proposals of the marketing service.

• Announces and conducts competitions for the positions of department heads, professors, and faculty members in accordance with the regulation on the procedure for hiring pedagogical staff in higher education institutions.

• Conducts a competition for the position of the head of the Department of Physical Education and Sports with the participation of a representative of the relevant ministry.

• Examines the documents of employees recommended for scientific titles of professors and associate professors and submits them for approval through a competitive selection process.

• Discusses issues related to providing the educational process with textbooks, new generation teaching materials, monographs, and developing innovative educational technologies.

• Approves the personal plans and dissertation topics of candidates recommended for doctoral studies, as well as their scientific supervisors and foreign consultants.

• Recommends talented students and faculty members for study, professional development, or internships at foreign higher education institutions through relevant funds.

• Recommends candidates for the State Scholarship of the President of the Republic of Uzbekistan and other notable state scholarships from talented students and postgraduate students.

• Discusses the development of corporate cooperation with the main ordering organizations, enterprises, and institutions, strengthening the material-technical base, concluding the annual professional practice of students, and improving its efficiency.

• Adopts decisions on opening branch offices of departments in collaboration with the institutions of the Academy of Sciences.

• Recommends granting creative vacations for completing scientific research, textbooks, study guides, and monographs.

• Makes decisions on improving safety regulations and labor protection for university students, faculty members, and staff.

• Discusses and adopts decisions on the implementation of various state-level programs in the field of higher education based on Presidential decrees, orders, government decisions, and national programs adopted in Uzbekistan.
