OFFICIAL STATEMENT

In recent days, various posts and comments regarding students’ dress code and appearance at the Uzbekistan State University of World Languages have circulated on social media. In this regard, the university administration states the following:

The Uzbekistan State University of World Languages is a secular educational institution whose activities are based on the current laws of the Republic of Uzbekistan, educational regulations, and the “Code of Ethics of the Uzbekistan State University of World Languages” (approved by the University Council, Protocol No. 11 of June 27, 2024).

Clause 11 of this Code stipulates:

“Professors, staff, students, and doctoral candidates are not allowed to include elements in their permitted attire that reflect affiliation with any religion, confession, or subculture (such as kippah, kasaya, cross, hijab, face-covering headscarf tied under the chin, etc.).”

This rule is not intended to restrict freedom of religion, but rather to ensure secularism, neutrality, uniformity, and academic discipline within the educational environment.

Furthermore, Clause 10 of Article 16 of the Code states:

“It is prohibited to drink alcohol, smoke, or be intoxicated within university buildings, courtyards, and adjacent areas, as well as to appear with overgrown hair or beard, untidy or unusually colored hair, or to violate established dress code requirements.”

These requirements are aimed at ensuring neatness, cleanliness, and cultural behavior in public spaces.
Unkempt, careless, or unusual hair or beard styles are considered inconsistent with the university’s dress standards.
This does not limit personal freedom, but seeks to maintain discipline, professionalism, and the university’s reputation.

Therefore, the university administration calls on all students and staff to:
• Strictly observe internal regulations and codes of conduct;
• Follow the dress code and appearance standards, including proper grooming of hair and beard;
• Refrain from spreading inaccurate or misleading information on social media.

The Uzbekistan State University of World Languages respects the beliefs and individuality of every student and, as a secular institution, regards the maintenance of internal order, ethics, and academic integrity as its key priority.
