Tiered Tuition Fees for the 2025/2026 Academic Year

In accordance with the decision of the State Commission, for the 2025/2026 academic year, applicants who scored 56.7 points or more in the entrance exams but were not recommended for admission will be granted the opportunity to enroll in undergraduate programs under a tiered (differentiated) tuition contract, as independently set by the rectors (directors) of higher education institutions.

Implementation details:

  • For applicants who missed the admission threshold by up to 4.05 points, the tuition fees are determined based on the provisions of the Regulation approved by the Cabinet of Ministers Resolution No. 578 dated September 13, 2025 (Annex 1, Clause 73).

  • For those who missed the admission threshold by more than 4.05 points, the tuition fees are set by the university rectors/directors at no less than 3 times the base tuition fee.

All higher education institutions must approve and publish the minimum amounts of tiered tuition fees for undergraduate programs and study formats on their official websites by September 25, 2025.

Applicants expressing a desire to study under the tiered tuition contract may pay 50% of the annual tuition fee by October 31, 2025 (inclusive).

In addition, applicants who participated in the competition and were recommended for admission to second to fifth priority programs (on state grant or paid contract basis), may choose to study under the tiered contract in their first-priority program, if they wish (excluding those recommended under targeted admission quotas).
