Senator Gulnora Ma’rufova Inspects Construction of a New Student Dormitory at UzSWLU
On June 23, 2026, member of the Senate of the Oliy Majlis of the Republic of Uzbekistan, Gulnora Ma’rufova, visited the Uchtepa district as part of her working trip and inspected the construction of a new student dormitory being built on the basis of a public-private partnership at the Uzbekistan State University of World Languages.

During the visit, she was accompanied by Rector Ilkhomjon Tukhtasinov and Vice-Rector for Financial and Economic Affairs Maksudjon Saidakhmadovich Khamraev. M.S. Khamraev provided detailed information on the progress of construction works, the project’s technical and economic indicators, funding sources, and the current stage of implementation.
The project is being implemented in accordance with the Law of the Republic of Uzbekistan “On Public-Private Partnership” and Cabinet of Ministers Resolution No. 563 dated September 9, 2021. In line with these regulations, on July 22, 2024, a 30-year public-private partnership agreement was signed with “Binokor Shuxrat” LLC for the construction, equipping, and operation of a student dormitory located at 4 Zakovat Street, Uchtepa district.
The project was entered into the PPP registry on February 5, 2025, under registration number DXSh/811-2025, after which construction works officially began.
The dormitory under construction is a 9-story building designed to accommodate 1,500 students. The total project cost amounts to 81 billion 970 million 26 thousand soums, of which 46 billion 970 million 26 thousand soums are financed by the private partner and 35 billion soums are covered by a state budget subsidy.

Currently, the 8th floor has been completed, and construction work is continuing steadily.
Completion and commissioning of the dormitory are scheduled for the end of 2026.
