Transfer Procedure from Foreign and Non-State Higher Education Institutions to State Universities Updated

By Resolution No. 299 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 11, 2026, the “Administrative Regulation for Providing the State Service of Transferring Students from Foreign and Non-State Higher Education Institutions to State Higher Education Institutions” was approved.

According to the resolution, applications for transferring from foreign and non-state higher education institutions to state universities will be accepted annually from July 15 to August 5 (inclusive).

Applications may be submitted through:

  • The Unified Interactive Public Services Portal of the Republic of Uzbekistan;
  • The special electronic platform of the Agency for the Assessment of Knowledge and Qualifications;
  • Public Service Centers.

Under the new regulation:

  • the transfer service will be provided electronically;
  • online payment options will be available;
  • examination results will be issued in a QR-code-protected format;
  • applicants holding national or international certificates in foreign languages and general education subjects will receive differentiated or maximum scores in the relevant subjects.

These innovations are aimed at ensuring transparency, convenience, and digitalization of the student transfer process.
